Hi Mark, not sure where you're based but there are several launch sites around the area. I use Westbay as it's the closest to me but there is also Lyme regis, axmouth, Weymouth and several on portland including one free one at castletown. The castletown Slip is free but there is no pontoon and is a bit of a nightmare for loading and unloading and would be imposible to launch on your own.
As for where to fish, i'm no expert as i'm new to boat fishing too and have only taken my boat out a handfull of times this year. Westbay is very close to the western end of chesil and can be good for drifting for plaice ect or anchor up for some bream if you can find them. Just outside of Westbay harbor there is a good bit of rough ground and round to the right you've got the beaches of Eype and seatown, all around this area looks good for bass and rays but i've not found any on my trips
Lyme regis is much the same with broken ground and some bigger reefs a couple of miles out. Tennants reef is one which is known for good bream.
Portland harbor is nice and relaxing and very sheltered in most weather. There is also loads of wrecks dotted about mainly along the breakwaters with the best one HMS Hood in the southern entrance to the harbor. You also in easy reach of portland and the race for bass conger pollock ect but i've not ventured that far yet
Good luck, I look forward to hearing how you get on

Re: inshore boat fishing
I prefer the big charters myself (rather fish than worry about where we're going!). Like Joe said, Portland is a great starting point. Don't know if Joe mentioned it, but you can launch from the Sailing academy just along the ferry bridge road. If the weather is fine and the sea calm, just follow the other boats out to the shambles and muscle beds for plaice and turbot. Its only just east of Portland within a short distance of the Bill. Obviously you've got Poole harbour and there's plenty of spots there for bass and just outside the harbour are some very good bream marks. Either Mrtyn or junctionboxjonny will help you out with those areas. Maybe try and arrange to take them out one day. Any further East and I'm in to unknown territory.
Hope you manage to get out soon and welcome to the forum.

Re: inshore boat fishing
thanks very much for your replies and advice i think what ill do is drive down minus the boat and have a look at the launch sites you've mentioned I'm based in reading Berkshire. when i said I'm new to boating Ive had a warrior 165 which was a blast but only used it 3 times out of penzance as my father bought it new after moving there and spent far to much time bombing around at 30 knots rather than use the time to find fish. As regards taking somebody out well myself and my 80 "spritley 80" father could fit another in no problem ! the relaxing harbor option might be best as its not a new boat and id rather give it a trial before going daft and attacking a tidal race etc just Incas something nasty happens I'm also booking a vhf course so rather than just screaming help i might, in the event of a problem be able to raise someone before letting off the firework display . the main engine is a 1995 70 hp mercury and a 5 hp tohatsu 2000 nice fish finder that cost 600 but the manual is something of a epic and should really of been a hard back as its got so many pages many different functions many of which i dought ill ever use! boat is a 15ft ish seahog hunter and its not new ,bright and shinny its been used in the thames estuary and bears some scars but it does float ,well it did on Thames locally not as stable as the warrior but hey, sorry about all the detail but wanted to make sure if we do get to take somebody out that they now what there in for ill post some pictures i think.. thanks again Joe and weaver and thanks for welcoming me with friendly advice! ill keep you posted as to when I'm due to launch and as regards taking someone out we can sort that then! cheers mark
