they can aerate the water,check for pollutants.

They have the equipment to remove and transport the fish to somewhere where they can survive.

I rang it once years ago when lots of big carp were struggling and they came and aerated the water. As it was peeing down the bloke gave me a nice waterproof jacket which lasted me a good 10 years, so there you go.
